Die oberste Gerichtsbarkeit oblag anfangs dem Markgrafen, der diese für gewöhnlich einem Vogt oder Stadtschulzen übertrug. Dieser sprach gemeinsam mit den aus der Bürgerschaft berufenen „Schöppen“ Recht. Die Exemtion vom ländlichen Voigtsgericht über die alleinige Ausübung der Hochgerichtsbarkeit durch den nach Möglichkeit allein vom Rat zu bestimmenden Stadtrichter wurden wichtige Konstanten Pritzwalker Stadtpolitik. Für die Pritzwalker galt fortan der Grundsatz, dass kein Bürger außerhalb der Stadt vor ein Gericht gezogen werden konnte, bevor er nicht vor dem Stadtrichter gestanden hatte. Das „peinliche Gericht“ oder der Strafvollzug fand zwischen der sogenannten Kuhtrift und der Straße nach Putlitz, auf Höhe des späteren Holzhofes statt. Die Pritzwalker Bürgerschaft hatte auch die Pflicht, die Wall- und Wehranlage zu schützen.
